BOGO and coupons

Ok.. This past weekend Meijer had BOGO on Cheetos so I got 4 bags and the (2) coupons were for $1/2 .. They would only let me use 1 because the others were free.
I looked on their coupon policy online and it does not say anything about it.
HELP?!?

Meijer will not let you use a coupon on a free item. That's why they would only take 1 coupon for the two bags you needed to pay for. Jewel, Walgreens, and CVS will let you use coupons on free items.
